Iraq riots expose an America weaker and with fewer optionsMobbing of US embassy after US strikes on state-sanctioned militia show America’s plan of maximum pressure only added to chaosThe mobbing of a US embassy has historically served as an emblem of America in decline, so the scenes around the embattled mission in Baghdad are a fitting end to the decade.Tuesday’s events are not quite as decisive as the 1975 helicopter evacuation of the embassy in Saigon, or the seizure of the Tehran embassy four years later. Iraqi forces did turn up eventually to protect the Baghdad mission. It turned out the ambassador was on holiday anyway, so he did not have to endure the humiliation of a rooftop escape. But the demonstration of US weakness, after spending $2tn in Iraq, was plain for all to see.The rioters, organised by the Iranian proxy militia Kata’ib Hezbollah (KH), brushed past Iraqi checkpoints, and there were members of parliament from the government bloc among them. Security forces who have had no compunction about firing tear gas canisters into the skulls of anti-Iranian protesters on Tahrir Square, stood by and watched molotov cocktails thrown at the US embassy. In its public pronouncements, the Iraqis put more blame on Washington than Tehran.For Iran, the embassy riot was the latest move in a deliberate strategy, to raise the costs of the US presence in Iraq and drive a wedge between the Iraqi government and Washington.The competition between the US and Iran for influence in Iraq would have escalated anyway as the threat from Isis declined. But the US effort to destroy Iran economically through its campaign of maximum pressure has meant the Iranians have nothing to lose.“The Iranians have been very, very methodical over the past six months about their responses to the maximum pressure campaign. And unfortunately, it is not really met any counter-response,” said Barbara Leaf, former US ambassador to the United Arab Emirates. “The question is: while Iran has a very methodical approach to upping the ante, do they at some point trip across a red line that they don’t even know exists?”It was inevitable that the repeated attacks by KH on Iraqi bases hosting US troops would eventually lead to American casualties, as happened on Friday near Kirkuk, triggering US retaliatory airstrikes on KH camps in Iraq as well as Syria.Ariane Tabatabai, a political analyst at the Rand Corporation, said: “The US was sort of stuck between a rock and a hard place, because on the one hand, if it did not respond to this latest attack, considering that a US citizen was killed, it would have sent a pretty strong signal that the red line that it had laid out about US casualties didn’t mean anything.”By highlighting the Iraqi government’s impotence on its own territory, the retaliation diverted public dissatisfaction with the heavy-handed Iranian presence in Iraq, to the desire to be rid of the imperious Americans. The US comes out of this tit-for-tat round weaker and with fewer options.It is not clear whether the US has a plan for what happens now. The campaign of maximum pressure was supposed to force Iran to accept a worse deal than the 2015 multilateral nuclear agreement on which Donald Trump walked out in 2018. The oil and banking embargo on Iran have been highly effective in damaging the Iranian economy, but have failed to make Iran bow to US demands for Tehran to give up its military stake in Middle East conflicts and its enrichment of uranium.Instead, Iran has hit back against tanker traffic in the Persian Gulf, and Saudi oil facilities, while ratcheting up pressure on the US military presence in Iraq.US officials have talked in recent days about “restoring deterrence” against such moves with air strikes against KH targets, and have warned they are ready to escalate by taking the fight into Iranian territory.US deterrence however is undermined by having given Iran so little to lose, and by the vacillation of the president, who is entering an election year claiming he has extricated the country from costly foreign wars, while simultaneously wanting to appear tough in the standoff with Iran.“To those many millions of people in Iraq who want freedom and who don’t want to be dominated and controlled by Iran, this is your time!” Trump tweeted on Tuesday, but he sent the tweet while on his way to his golf course in Palm Beach.He was convinced that maximum pressure would bring Iran to the negotiating table as a supplicant, but instead it has added to the chaos.No one – almost certainly not even Trump – knows how he is going to respond.

Duterte Renews Attacks on TV Network, Urges Owners to Sell(Bloomberg) -- Philippine President Rodrigo Duterte continued his attacks on a local television network he’s accused in the past of bias, and urged owners of ABS-CBN Corp. to sell before its franchise expires in March.In a televised speech delivered in the local language at Davao City on Monday, Duterte suggested the media firm’s franchise renewal is uncertain. He had earlier threatened to block the network’s bid to extend the franchise for 25 years.“Your contract is expiring. I’m not sure what will happen if you renew,” he said. “If I were you, I would just sell.”Duterte has accused ABS-CBN as well as privately-owned Philippine Daily Inquirer of unfair reporting, allegations that the media companies have denied. The president’s criticisms of ABS-CBN pushed its share price to a decade low earlier this month. Trump National Security Aide Is Rebuffed in Impeachment Lawsuit(Bloomberg) -- A federal judge is taking a pass -- for now -- on deciding whether President Donald Trump’s former deputy national security advisor must comply with a congressional subpoena to testify at the impeachment hearings.Charles Kupperman, who served under John Bolton, sued Trump and House Democrats in October seeking a ruling on whether the president’s order for him to ignore the subpoena was legal. The president claims to have absolute power to decide whether his advisers can testify.The House ultimately withdrew its subpoena, and the Justice Department said it wouldn’t go after Kupperman for flouting it, making the dispute moot, U.S. District Judge Richard Leon in Washington said Monday in dismissing the case.“Kupperman no longer faces the ‘irreconcilable commands’ of two coordinate branches of government,” Leon wrote in a 14-page decision.The Democrats never issued a subpoena to Bolton, who was forced out of his job in September, even though testimony in the impeachment inquiry suggested he was opposed to the president’s efforts to force Ukraine to investigate Trump’s political rival Joe Biden.Read More: Ex-Trump Adviser Bolton Asked to Testify in Impeachment InquiryLeon balked at the claim that even though the House had withdrawn the subpoena, Kupperman could still face criminal prosecution for ignoring it. North Korea's Kim Jong-un calls for 'offensive measures' ahead of nuclear talks deadlineKim Jong-un, North Korea’s leader, has called for “positive and offensive measures” to ensure national security ahead of his year-end deadline for the resumption of nuclear talks with the US, raising the prospects of a much-anticipated major weapons test.  His announcement, at a meeting of top party officials on Sunday, and reported by state newswire, KCNA, on Monday, coincided with a warning from the US that it is prepared to take action if North Korea delivers on its threat of a  so-called “Christmas gift”, including a potential long-range missile test-fire. It has done the opposite, according to a new study from Federal Reserve economists. Trump's trade war with China and other countries has led to higher consumer prices, failed to boost U.S. manufacturing, and led to domestic job losses."We find that the 2018 tariffs are associated with relative reductions in manufacturing employment and relative increases in producer prices," write Fed economists Aaron Flaaen and Justin Pierce. The tariffs did boost the competitiveness of some U.S.-made goods inside the U.S., they found, but that was "completely offset in the short-run by reduced competitiveness from retaliation and higher costs in downstream industries," and protectionist policies are now intrinsically "complicated by the presence of globally interconnnected supply chains."The industries hit especially hard by "tit-for-tat retaliation" from China and other trading partners include automobiles, iron and steel, aluminum sheet, leather goods, appliances, and various appliances and electronic goods. Those hurt by increased prices include aluminum, steel, boilers, and appliances. "While the longer-term effects of the tariffs may differ from those that we estimate here, the results indicate that the tariffs, thus far, have not led to increased activity in the U.S. manufacturing sector," Flaeen and Pierce conclude."The researchers don't measure the effects on business confidence resulting from the uncertainty regarding U.S. international trade policy," says Greg Robb at MarketWatch. "Many economists see this doubt about future government policy as a primary driver in the decline in business investment this year." Ukraine returned 127 captives to the self-proclaimed Donetsk and Luhansk republics, Ukrainian Hromadske TV reported, citing Serhiy Sivokho, adviser to the head of the National Security and Defense Council.Zelenskiy and Putin met with the leaders of France and Germany in the first week of December in an effort to resume the peace process, which has become a main point of division between Russia and the West. ‘I Have a Fighting Chance.’ Rep. John Lewis Says He Has Pancreatic Cancer

(ATLANTA) — Congressman John Lewis of Georgia announced Sunday that he has stage IV pancreatic cancer, vowing he will stay in office and fight the disease with the tenacity which he fought racial discrimination and other inequalities since the civil rights era.

Lewis, the youngest and last survivor of the Big Six civil rights activists in a group once led by the Rev. Martin Luther King Jr., said in a statement that cancer was discovered this month during a routine medical visit. He said subsequent tests confirmed the diagnosis of stage IV pancreatic cancer.

“I have been in some kind of fight — for freedom, equality, basic human rights — for nearly my entire life. I have never faced a fight quite like the one I have now,” he said in a statement.

His statement added: While I am clear-eyed about the prognosis, doctors have told me that recent medical advances have made this type of cancer treatable in many cases, that treatment options are no longer as debilitating as they once were, and that I have a fighting chance.”

Australia fires: Minister says up to 30 per cent of koalas may have been lost in bushfire crisisOne of Australia’s most famous animals is now a threatened species, with the country’s bushfire crisis wiping out huge numbers of koalas. Sussan Ley, the environment minister said Friday that the Mid North Coast of New South Wales, home to a sizeable part of Australia’s koala population, may have lost 30 per cent of its koalas. In an interview with the Australian Broadcasting Corporation, Ms Ley said 30 per cent of koala habitat had been destroyed in the region.  She added: “We will know more when the fires are calmed down and a proper assessment can be made”. Before the fire crisis began it was estimated that up to 28,000 koalas lived in the Mid North Coast. Eight people have died in New South Wales alone, and about 3.4million hectares and almost 1,000 homes have been lost to the long-running bushfire crisis. Queensland, South Australia, Victoria and Western Australia have also faced large, emergency-level fires this fire season. Australian wildfire status Early on Friday the NSW Rural Fire Service (RFS) issued a “very high fire danger rating” for many parts of the state. In a statement, the RFS said there were “almost 1,300 firefighters in the field. Over 70 bush and grass fires, 33 uncontained”. Late in the day, it warned that Saturday would see “widespread very high fire danger”. South Australia’s Country Fire Service (CFS) assistant chief officer Brenton Eden told The Advertiser that the state is extremely dry and the conditions and coming heatwave poses a serious threat. “We are seeing fire behaviour across SA, Victoria and NSW that we haven’t seen and experienced for a long time… These fires are now travelling immense distances and covering an enormous amount of the landscape before people are prepared either to defend their property or to get out,” he said. “Cudlee Creek has been the most classic example recently, together with Yorketown, of fires that have started from a very small ignition source… The CFS responded within minutes to them and had no capacity to bring them under control.” Mr Eden warned that the two fires that have burnt through a total of 42,300 hectares of land at Cudlee Creek in the Adelaide Hills, and in Duncan, on Kangaroo Island, would continue to burn for weeks. “It’s tinder dry and ready to burn and that’s what we’re seeing at the moment,” he said. As the crisis continues there is renewed pressure on Scott Morrison, the prime minister, to reform Australia’s firefighting services and infrastructure. Weeks after he rejected calls to transform Australia’s largely volunteer bush firefighting services into professional organisations, one of Mr Morrison’s own senior Ministers has called for change. As three large fires raged in his electorate of Gippsland, Victoria, Veterans' Affairs Minister and Nationals MP Darren Chester said this week that there is strong support among his constituents to pay volunteers when they worked for extended periods.  Veteran NSW fire fighter Brendan Hurley, writing for the Australian Broadcasting Corporation, said: “I've been a firefighter for 20 years and these fires have delivered the worst conditions I've ever faced. We have been responding to bushfires since the end of September and it is fair to say that as we move further into the campaign fatigue is setting in.” And one week after the uproar over Mr Morrison's Hawaiian holiday, New South Wales Emergency Services Minister David Elliott is leaving the country for a trip to the UK and France. His office said the Minister would not cancel his trip, but in a statement Mr Elliott said he would return home, “if the bushfire situation should demand it”. Mr Morrison’s Liberal Party is also in power at a state level in New South Wales.
